BOSTenergies Commits to 24-Hour Fuel Distribution Operations to Power Ghana’s 24H+ Economy

Address by the Managing Director, BOST Energies Limited Company, at the Launch of the 24-Hour Economy Pilot Programme in the Petroleum Downstream Industry on Tuesday, 12th May 2026 at NPA’s Conference Room, Accra

Honorable Minister for Energy and Green Transition, Presidential Advisor on the 24-Hour Economy, Chief Executive of the National Petroleum Authority, Distinguished Representatives from COMAC, CBOD, National Security and TOR, Colleagues from the Energy Sector, Members of the Media, Ladies and Gentlemen, Good morning.

It is really both an honour and a profound responsibility to join you today at the

launch of this important national initiative – the 24-Hour Economy Pilot Programme.

I believe that no nation can successfully operate a 24-Hour economy without a 24-hour energy backbone. And for BOST Energies, over three decades, since our incorporation in 1993, we have quietly served as one of the critical arteries of Ghana’s economy – ensuring that petroleum products move from coastal supply receipt points to inland zones safely, efficiently, and reliably.

That is why the theme “Powering Ghana’s 24-Hour Economy through an Efficient Petroleum Downstream Sector” could not have been discussed at a better time than this moment.

Therefore, as a state-owned enterprise set up to operate in the petroleum downstream market, witnessing this gathering convened by the NationalPetroleum Authority sends a powerful signal that the regulator is not merely supervising the sector. It is actively interested in activating the true promise of the 24 Hour programme, which simply extends beyond working at night. It is committed to unlocking dormant national capacity, supporting the sector’s transformation to be more productive and ensuring that the assets Ghana has already invested in begin to work harder for the Ghanaian people.

Ladies and gentlemen, I am of the view that partnership matters for the successful

implementation of the 24-Hour Programme in the downstream sector. And to see the regulator leading the collaboration between the relevant stakeholders is crucial in driving the national spotlight to the sector and positively project that we are intentional about making this policy of the Government work well. And for this very reason, I wish to use this opportunity to commend the NPA. We look forward to collaborating on regulatory frameworks that facilitate, rather than

impede the transition to continuous operations.

Distinguished Guests, one of the strategies underpinning the 24H+ Programme, which directly speaks to the mandate of BOSTenergies, is the comprehensive integration of value chains to meet more domestic needs through local value creation.


Because, in many ways, we are the connecting link between bulk fuel receipt points and fuel access to demand areas in the petroleum downstream value chain.

And under my leadership, with the invaluable support of the Ministry of Energy &

Green Transition as well as the National Petroleum Authority, BOSTenergies has

continued to strengthen this responsibility through the implementation of the

Government’s zonalization policy, improving fuel movements from the company’s coastal depot to inland depots.

Today, we are taking the next bold step in that journey. Our transition to 24-hour operations directly closes the gap that currently exists between daytime-only loading windows and the continuous, round-the-clock demand of the downstream market. We acknowledge our role as a structural enabler of the 24-Hour economy in the petroleum downstream sector. And that, when we operate continuously, the entire value chain from import receiving facilities to filling stations can also operate continuously.

At BOSTenergies, our commitment to the 24H+ Programme is not rhetorical. It is practical, and it is already underway. Over the past year, we deliberately expanded our workforce significantly in preparation for this transition, increasing staff strength by more than twenty percent, with a strong emphasis on youthful talent, technical capacity, and operational readiness.

Hon. Minister, we at BOSTenergies have selected the APD-Kumasi corridor as the

pilot phase for our 24H+ operational transformation. This corridor, connecting

the Accra Plains Depot at Tema to our Kumasi terminal, is one of the most economically strategic petroleum corridors in Ghana, serving Ashanti, Bono, Bono East, Ahafo and Western North. And it is on this corridor that we intend to demonstrate that continuous fuel

distribution in Ghana is both operationally achievable and commercially sustainable.

Ladies and Gentlemen, we have not approached this initiative with assumptions.

We have approached it with technical and operational analysis as well as planning.

So, we are confident that the target loading, transit, and discharge and turnaround operations along the APD-Kumasi route can be done within a 24- hour cycle.

Because transformation is not only about systems. It is about people.

And the people who will sustain this programme must feel supported, motivated, and valued. That is why we are implementing structured deployment and incentive arrangements to recognise the additional demands associated with extended operational hours and night-shift responsibilities.

The systems, staffing structures, safety protocols, and operation templates we develop and validate on this corridor will become the replication model for our Year 2 expansion to additional BOSTenergies depots.

Distinguished Guests, the impact of this programme will extend far beyond BOSTenergies itself.

As operations expand, we expect significant indirect employment opportunities

across haulage, logistics, maintenance, catering, engineering support, and

security services connected to our terminals and distribution activities.

In this sense, the petroleum downstream sector becomes more than an energy sub-sector. It becomes a platform for jobs. A platform for enterprise. And a platform for inclusive economic participation.

Ladies and Gentlemen, as exciting as this vision is, honesty requires that we also acknowledge the challenges ahead. The 24H+ Programme itself correctly identifies that many constraints to national productivity are operational and infrastructural - not simply demand-related. And so, the success of this initiative will depend heavily on collective institutional support.

We will require the close partnership of the security agencies, customs authorities, regulators, and all relevant stakeholders to ensure that extended-hour operations remain safe, coordinated, compliant, and efficient. Because no single institution can build a 24-hour economy alone. It must be a shared national effort. It is Ghana declaring that we are prepared to maximise our time, optimise our infrastructure, strengthen our productivity, and compete more aggressively in the modern global economy. And there is no better place to begin than the petroleum downstream sector. Because fuel remains the single most essential enabler of economic activity.

BOST Energies Limited Company is ready. We have the infrastructure. We have grown our workforce. We have been doing the engineering to commence the 24-hour operations and be able to sustainably run it commercially.

For years, Ghana has invested in the strategic infrastructure assets under BOSTenergies’ operational control.

Today, as the Managing Director for BOSTenergies Company Limited, we commit

to making these assets work harder for the Ghanaian people. Not eight hours a

day, not sixteen, but twenty-four. Thank you for your attention. May God bless us all.
